In this model, governments would directly license private regulators, with the goal of creating a market for regulatory services in which private regulators compete for the business of companies building and deploying AI. This paper proposes a model of AI regulation whereby governments create a regulatory market requiring companies building or deploying AI to purchase private regulatory services.To follow up its critiques, the article proposes two supplementary measures: first, the creation of an international advisory council, and second, a commitment to ground visions of a “good AI society” on human dignity.
